Yep, these boots/clogs are functional footwear for working in the peat bog or any wetlands. They are comprised of lightweight wood with heavy duty canvas with leather detailing. Long gone are the straps but some metal buckles remain intact. They are meant to go over your shoes for fieldwork, the bottom of soles have traction pieces added. 1800's.
